New MCAP leader says parliament dissolution is ‘pivotal chapter’

Samuel Joseph, the new leader of the Movement for Change and Prosperity (MCAP) political party, has called the dissolution of parliament a “pivotal chapter” in Montserrat’s history.

On 22 August, Governor Sarah Tucker signed a proclamation to pave the way for Montserrat’s general election to take place on 24 October.

The formal process ended the current session of parliament, effectively bringing all legislative activities to a halt.

In a statement later the same day, the deputy premier spoke fondly of his former parliamentary colleagues and said he hoped to continue to work for the people of Montserrat as premier.

If “granted the privilege to serve as your next premier” Joseph said he will advocate for increased economic support from the United Kingdom

This will help to ease the financial burden on residents, create investment opportunities and provide robust support for the private sector, the MCAP leader said.

“Our vision is to rebuild Montserrat, not merely to restore it but to surpass its heyday when we thrived without financial aid, driven by patriotism, resilience, and determination,” he added.

“By prioritising sustainable development and social progress, we will move ‘Forward Together’ as a united community.”

A deep commitment

MCAP unveiled its full list of nine candidates for Montserrat’s upcoming general election at its annual convention on 15 August.

Joseph said the party introduced candidates who, though new to MCAP, are experienced in government and leadership roles.

He said they “bring a wealth of expertise and a deep commitment to advancing our island’s progress and enhancing the lives of the people of Montserrat”.

“As we approach the elections, I ask for your trust and support. Together, we can overcome the challenges before us and seize the opportunities that lie ahead,” Joseph continued.

“With my strong and decisive leadership, alongside a dedicated team, we will forge a path toward a prosperous and thriving Montserrat, where every citizen has the opportunity to succeed.”

He said the path forward will not be without challenges, but his team is ready to confront them head-on with a bold and proactive approach.

“The rising cost of living, access and utility issues, and the need for better education and higher wages all demand immediate and focused attention,” he said.

‘Exemplary guidance’

Joseph was named the new leader of MCAP following the resignation of Joseph E Farrell, who announced he was stepping down from the role during a meeting of the Legislative Assembly on 26 April.

In his statement he said he was honoured to accept the leadership and follow in the “exemplary guidance” of Farrell, who has served as premier for the past five years.

“I am also pleased to continue working alongside the honourable Crenston Buffonge, who has made significant strides in agriculture, housing, and environmental stewardship during his tenure,” he said.

Joseph spoke of the “invaluable contributions” of health minister Charles Kirnon “who has served in every ministry during his remarkable 30-plus-year career as a politician”.

“His dedication and experience have been instrumental in shaping our nation, and his retirement signifies the end of an era,” he said.

He also extended gratitude to former parliamentary secretary Veronica Dorsette-Hector, and Jenzil Skerritt, former public relations officer.
